UK data regulator restructures amid allegations of 'toxic' workplace culture
Reported by Computer Weekly. The analysis below is ours.

An independent review of the regulator's culture, accountability and governance, promised by the government in July 2026 and not yet begun; staff are organised through the PCS union
The UK's data regulator has a new name, a new board and a new Manchester headquarters. What it does not yet have is the independent review of its culture that ministers promised in July. Its staff union puts the question every reset has to answer: if it was never one bad apple, a new building is not a new culture.
What MeaningFuel does about it
- Before it happensWhat the daily ritual works on, every working day
- Respect and Accountability as a question somebody answers on a Tuesday morning, for the board and the newest case officer alike. A culture that is talked about every working day is harder to leave unexamined until a resignation forces it.
- After it hasThe module prescribed to the team that has this
- Book Clear Direction for the teams the review will be about, while staff wait for it: ten short daily lessons over two working weeks on making direction clear from both ends, and two ten-minute debriefs its lead runs - nobody's answers reaching the lead, and little that competes with the review for anybody's calendar.
- What management seesThe reading that makes either one provable
- Engagement by team and by theme from week one, so a new board is not waiting on a review to learn which rooms are worst. What anybody chose waits until enough have answered to hide each choice, and no screen shows an individual's.
The offsite worked. That was never the problem.
Week six is the problem. The person who ran it has moved teams, the thing everyone agreed has quietly stopped happening, and nobody can name the day it stopped.
MeaningFuel keeps it going: one short insight each working day on the values you chose, and a two-week micro-training for any team that falls behind. You see which teams carry them, pooled, with nobody named.
